According to art.15 of the Tour Guide Regulations(25) the Ministry has the right to suspend or cancel the license of the guide if while carrying out his function as a Guide, he advises any person to patronize a business not in possession of a valid approval under the Control of Commodities Services Order(26) or directs or takes any person to such a business, which under the circumstances constitutes inappropriate preference of a business not in possession of such an approval one, over a business in possession thereof.
