Since the capitalist reform, agriculture economy has had an accelerated progress. However, the rural residents still maintained a low MPC, with an overall rising volume of saving on the contrary. Such juxtaposing relationship severely limited the development of agriculture economy and the wellbeing of a sustainable larger national economy. After analyzing the uncertainty and risk that farmers faced, we found that in both daily and agricultural settings, there were many risks limiting the farmers’ spending and saving activities, therefore causing a low demand to spend, subsequently triggering a slower growth of the expenditure per capita, a low MPC, and eventually a low-level consumption structure. To facilitate farmers’ consumption and saving into a constructive growth, there should be a focus to accelerate the advancement of the agriculture industry, lower and avoid agricultural risk losses, divert the extra rural labor force in a differentiated manner to increase farmers’ income, accelerate the development of urbanization and progressively grow the secondary and tertiary industries, create constructive and innovative environment to serve farmers’ entrepreneurial needs, expand effort of targeted measures in poverty alleviation, eliminate the potential of principal risks, implement scientific education methods, increase individual’s quality and ability to defend him/herself from risks, unite efforts from all fronts for an organized and constructive rural development, and build a social security system.
