It is time for us to do somthing.意思是：轮到我们做某事

It is （high） time that 这是一个虚拟语气的句型，后面的谓语动词有两种：1.动词的过去式2.should+动词原形，但是should不能省略；翻译为：到什么什么的时候了
如：　 It is time that the children went to bed.
　 It is high time that the children should go to bed.
孩子们睡觉的时间到了。
作文中常用，是到了必须采取措施治理污染的时间的了

：It is high time that effective measures should be taken to resolve the pollution
