民营企业财务管理及对策研究

I 摘要 民营企业经过20多年的发展，由小到大，由弱到强，由“地下”到“地上”，由“资 本主义的尾巴”、“社会主义革命的对象”到“社会主义市场经济的重要组成部分”，获 得了长足的发展，民营经济也日益成为我国经济结构中的重要组成部分。同时随着 民营经济规模的不断壮大，暴露出的问题也越来越多，其中财务风险是众多因素中 的核心因素。 本文就目前民营企业发展过程中所出现的投资盲目冲动、融资困难、财务管理 薄弱等问题，立足于民营企业自身，通过对社会造成重大影响的民营企业的案例分 析，着重分析了民营企业财务管理中存在的薄弱环节，介绍了目前民营企业采用的 财务模式：集权型财务管理模式、分权型财务管理模式、集权和分权结合型财务管 理模式，并提出了加强其财务管理的有效对策：改善外部政策、法规和融资环境； 规范公司法人治理结构；加强风险控制。全文共分为六大部分：第一部分对民营企 业的发展历程及在国民经济中的地位和作用进行了概述;第二部分则分析了民营企业 目前在财务管理上存在的主要问题，即:投资决策的盲目、融资中的困难、财务控制 薄弱等问题;第三部分针对民营企业财务管理中的薄弱环节进行了深入的分析，即: 先天不足带来的隐患、政策因素造成的影响、人才因素的影响、管理上的误差等;第 四部分介绍了民营企业财务管理的几种模式，第五部分则在己有的分析基础上提出 加强民营企业财务管理的对策，即：改善外部环境、提升管理水平等，第六部分通 过实证分析表明本文财务管理模式的有效性。 关键词:民营企业财务管理对策研究II Abstract Through twenty years development,private business has made rapid progress.It grows from little to large,from weak to strong,from capitalism tail,the target of socialism revolution to the important constituent in the socialism market economy.Day by day private economy has become an important part of economic structure in our country.At present,private business has been reasonable defined in the law and it goes into a new period.But many famous private business outbreak bad news or become to bankrupt. As everyone knows,financial management is the core of enterprise management.To some extent,do well in financial management is means to grasp the nose of an ox.Private business also increasingly realizes the important and inevitability of financial management. While financial management in private business is in an abnormal state because of its special economic pattern.So its financial management not only should consider the financial target,financial environment,the methods in financial management,and should control invest decisions,circulate necessary funds,assets management decisions,but also should make specific analysis and choice considering its special state. The paper is established in private economy,it analyses the weakness sector in its financial management,and the paper advances some effective countermeasures to strengthen its financial management.The paper is divided to four parts.The first part is the summarize of the private economy status in national economy;the second part analyses the main problem which exists in its financial management;the three part deeply analyses the problems which exists in financial management;and the last part tables some rationalization recommends based on the analysis.
