i have the authority to commit the commission to the cash contribution of $15,000 per year over three years

how do you translate this? does it mean i will give the commission $15,000/year to contribute to the project? or it means i agree the commission to contribute $15,000/year to the project out of its own account?

this is talking about a joint research project to be conducted by 'my' institution and another institution overseas. the chinese part will have to contribute $15,000 to the project every year.
