安装系统后提示windows could not start because of an error in the software

安装系统后就提示下面这些代码，进PE也进不去，给个解决方法

开机提示以下代码：
windows could not start because of an error in the software
please report this problem as
load needed dlls for hal
please contact your support person to report this problem
进入PE提示以下代码：
File SETUPREG.HIV could not be loaded
The error code is 7
setup cannot continue.press any key to exit

开机进入bios设置，选择Power management Setup ；在选择WDRT Support 后面值修改为disable。
wdrt support 此项可激活或关闭watchdog timer。选项：enabled（默认），disabled。
